Community Peace Officer 1

Reporting to the Director of Protective Services, the Community Peace Officer 1 is to provide awareness and enforcement of Town Bylaws and Provincial Statutes as per the approved budget, policies and procedures of the Town of High Level. The Community Peace Officer 1 is also responsible to ensure a safe and pleasant community through Community involvement, positive visibility in the community and public relations. The Employee may be required on an ongoing basis to attend applicable training, workshops, seminars and courses at the discretion of the Employer in order to facilitate job knowledge and performance

RESPONSIBILITIES/DUTIES 1. Provide enforcement of Provincial Statutes as approved under the Town’s Operating Authority. 2. Promote, enforce and implement all regulatory By-Laws as applicable, in a fair, professional and

diplomatic manner; including but not exclusive to: Animal Control, Nuisance, Snow Removal, and Garbage bylaws. This includes responding to and investigating related complaints.

3. Apprehend, transport and secure dogs ‘at large’ with the assistance of the Public Works department as required.

4. Maintain an effective working relationship with the local RCMP as well as other enforcement agencies.

5. Maintain an effective liaison with other key personnel, including, but not limited to: all staff and departments, community groups, business community members, and related federal, provincial, and regional groups and associations.

6. Provide support and functions to complement Fire and Emergency Service Response within the Town. 7. Maintain memberships with, and attendance of Community Peace Officer Associations, Meetings,

and Conferences within budget limits 8. Continue improving Enforcement Services through any applicable training and education as budgeted

and approved by the Director of Protective Services. 9. Ensure accurate record keeping, statistics, and filing as required and mandated by the Solicitor

General’s Office, Public Security Peace Officer Program and Town policies; including department month-end and year-end reports.

10. Actively participates in and adheres to the Workplace Health & Safety Program as per the Town of High Level Health & Safety Policy 218-07 and associated Administrative Directives, in order to maintain a safe & healthy workplace.

11. Provide advice to the Director of Protective Services regarding bylaws, Provincial Statutes and general safety matters.

12. Be an active part of the Town’s Municipal Emergency Plan functioning in roles as assigned by the Director of Protective Services.

13. Perform other duties and /or functions as assigned by the Director of Protective Services. OTHER DUTIES

1. Promote voluntary compliance through educational methods and public notices, providing public relations in an enforcement role.

2. In cooperation with the Director of Protective Services supervise the occupancy of the Animal Control Facility by the Humane Society.

3. Ensure a good working relationship with other Town departments and continue a good liaison with other local enforcement agencies as needed.

4. Give evidence as an investigating officer in Provincial Court. 5. Ensure proper filing of information and documentation of circumstances relating to complaints,

notices, tickets, and any other administrative functions to comply with the requirements of the Public Security Peace Officer Program.

6. Be active on related independent boards, associations, committees and other emergency service agencies.


7. In cooperation with the CAO, Director of Protective Services and Municipal Secretary, draft and amend Bylaws as required.

8. Work with RCMP, Fire and Ambulance to provide traffic control as requested by scene command in emergency situations.

9. Compile any reports as requested by the Director of Protective Services. 10. Assist the Director of Protective Services with budget preparations. 11. Perform all other duties as may be assigned by the Director of Protective Services.

EDUCATIONAL REQUIREMENTS 3. The minimum level of education required to perform these duties are:

- Completion of Grade 12 Diploma; - Diploma in Law Enforcement or Criminology from a Post-secondary Institute - Successful completion of an approved physical abilities test for uniformed enforcement

roles. - Suitable training course to be able to achieve an appointment as a Community Peace Officer

1 in the Public Security Peace Officer Program 4. The minimum experience required to perform these duties are:

- Two (2) years of applicable Law Enforcement experience; - Ability to interpret and enforce Town Bylaws and Provincial Statutes; - Effective written, presentation and oral communication skills. - Well developed Public Relations skills - Clean Criminal Records Check, Driver’s Abstract and Valid Class 5 license.

- Municipal Bylaws; - Provincial Statutes - Direction from the Director of Protective Services; - Town of High Level Policies and Procedures; - Other Enforcement Agencies; - Alberta Community Peace Officer Association; - Alberta Justice; - Solicitor General’s Office - Crown Prosecutors Office.
